Plugin no longer stops working on licence expiry

An expired licence no longer switches Always Alert off. Fallback copies, monitoring, and alerts keep running on an expired licence; what ends is compatibility updates and support.
Added a clear expired-licence state so that change is never silent. The Assurance Status card reports the lapse alongside the coverage state, a notice appears across the admin, and the header status pill and admin toolbar icon both reflect it. Each names the expiry date and links to renewal.
The expired-licence state reports coverage honestly: it states that fallback copies and monitoring are still running, and never shows an all-clear for coverage that is itself failing.
Lifetime licences are unaffected and never show this state.
